According to the “Air Pollution Prevention Law of the People's Republic of China”, the “Regulations on the Management of Substances that Deplete the Ozone Layer” and the “Notice on Strengthening the Management of Production, Sale and Use of Hydrochlorofluorocarbons” (pro-environment letter No. 179, 2013), if a hydrochlorofluorocarbons (HCFCs) production enterprise needs to adjust its quota, it shall apply to our Ministry and adjust it after approval. At present, FECO receives two applications for the adjustment of production quota of HCFCs in 2018, applying for the adjustment of production quota of HCFC-141b in 2018.   

In order to embody the principles of openness, fairness and impartiality and to accept public supervision, the adjustment of production quotas after quota trading of the following units is now made public. During the period of publicity, calls, letters and visits from the public would be accepted, and all problems reflected would be investigated, verified and dealt with.
