According to the “Air Pollution Prevention Law of the People's Republic of China”, the “Regulations on the Management of Substances that Deplete the Ozone Layer” and the “Notice on Strengthening the Management of Production, Sale and Use of Hydrochlorofluorocarbons” (Circular No. 179, 2013), if a hydrochlorofluorocarbons (HCFCs) production enterprise needs to adjust its quota, it shall apply to our Ministry and adjust it after approval. At present, FECO receives the application from 8 enterprises, such as Zhejiang Juhua Electrical Chemical Plant, for the adjustment of production quota of HCFCs in 2018, and also the adjustment of production quota of 1,1-dichloro-1-fluoroethane (HCFC-141b), 1-chloro-1,1-difluoroethane (HCFC-142b), and monochlorodifluoromethane (HCFC-22) in 2018. 

In order to embody the principles of openness, fairness and impartiality and to accept public supervision, the adjustments of production quotas will be made public. During the period of publicity, calls, letters and visits from the public will be accepted and any problem reflected will be investigated, verified and dealt with.
