Announcement of Soliciting Intention for Construction Project of National Halon Recycling Management Information System

The " Halon Phase-out Plan in Fire-fighting Sector in China" had been implemented since 1998. By 2010, the Halon production elimination, Halon elimination and conversion in fire extinguisher and fire extinguishing system, stipulated in the Halon Industry Plan, has been completed and the production and use of Halon in unnecessary places stopped. According to the requirement of the “Montreal Protocol” that countries need to carry out Halon recycling, the construction of national Halon recycling system is being carried out at present.

 

In order to further promote and strengthen the management of Halon recycling and gradually establish and improve the Halon recycling system, the FECO of the Ministry of Environmental Protection entrusted the China Certification Center for Fire-fighting Products of Ministry of Public Security to undertake the construction of the national Halon recycling management center. As the core of management and operation of Halon recycling system, the center undertook the daily construction, operation, management, organization and coordination of Halon recycling system in order to realize the effective and sustainable development of Halon recycling, reuse and disposal.

 

According to the guidance and suggestions of the Fire Department of the Ministry of Public Security and the management and operation requirements of the Halon Recycling Management Center, FECO and the China Certification Center for Fire Products intend to select jointly a qualified software development organization to undertake the construction of the national Halon recycling management information system by public bidding with part of the Halon industry planning funds. The system will be laid out in the National Halon Recycling Management Center, which will be responsible for guiding the management of the system development and daily operation. The national Halon recycling management information system will realize the functions of collecting, verifying and registering the data of Halon social inventory, as well as tracking and supervising the information of Halon recycling and reuse, and provide a comprehensive information platform for the construction and operation of the national Halon recycling management system.

 

Working Content

 

The national Halon recycling management information system is divided into six functional modules: central monitoring, recycling management, reuse management, in-use management, warehousing management and law enforcement APP. The system adopts big data technology and remote monitoring mode to dynamically track and supervise the recovery and storage of Halon products and maintenance, replacement and reuse of related fire extinguishing facilities. It collects and analyses information about Halon product management, forming a dynamic information supervision platform with real-time information exchange, data recording, stock analysis, video monitoring and other functions. The platform can provide data services for users such as management center, environmental protection department, fire control supervision, recycling organization, reuse units and in-use units.

Time requirement

 

The project is expected to start in June 2018 and complete system testing and deployment, as well as system trial operation, by the end of October 2018. Final project acceptance will be finished by the end of December 2018.

 

Qualification Requirements of Bidders

 

Qualifications of the bidder (clause “*” is the necessary qualification)

 

Bidders should meet the following qualification requirements and please provide bank credit certificates issued within three months or the previous year audited financial statements.

 

Ability to assume civil liability independently.

 

Good business reputation and sound financial and accounting system.

 

Necessary equipment and professional expertise to perform the contract.

 

Good record of taxes and social security funds in accordance with laws.

 

During the last three years, no significantly illegal records in business activities.

 

With ISO9001 Quality Management System Certification.

 

With computer information system integration enterprise level 3 (including) or above certification.

 

Have the ability to perform the contract in terms of organization, software development capability, software and hardware conditions, etc.

 

Any types of subcontracting are forbidden in this project.

 

Have Authentication of Information Security Management System.

 

Have Security Management Software Copyright Certification.

 

Have undertaken service projects related to location monitoring and management platform covering the whole country (or no less than two provinces) over the past five years.

Notes:

 

Packaging requirements: The package of the whole project proposal should consist of an outer sealing bag and two inner sealing bags. The name of the project, unit, communication address, contact person and the telephone number should be indicated on the outer sealing bag. The "technical proposal" and "financial proposal" should be marked separately in the two inner sealing bags. The outer and inner sealing bags should be sealed well and sealed with the official stamp of the unit.

 

Resume Requirements: Personnel listed in the project proposal should submit personal relevant information in accordance with the format listed in the bidding documents and be confirmed by their signatures. See below for resume format requirements.

 

Technical proposal requirements: please compile your technical proposal, and elaborate on the research technology route, technical method and work plan to be adopted specifically, referring to the requirements of the work outline. This part is an important assessment factor in the bid evaluation process. If the above-mentioned substantive elaboration is not made on the content of the work outline, the technical proposal will be regarded as not responding to the requirements of the bidding documents and will not be accepted by FECO.

 

Units interested in bidding are requested to compile bidding documents in compliance with the “Law of the People's Republic of China on Tendering and Bidding” and the relevant requirements of project managers. In case of irregularities, FECO will seriously deal with them in accordance with the relevant provisions of the “Law of the People's Republic of China on Tendering and Bidding” and the “Notice on Serious Handling of Procurement Violations” of the Center.
