Bidding Announcement on the Social and Economic Impact Analysis Project of HCFCs Phase-out in China's Medical Device Sub-industry of Solvent Sector under the HCFC Phase-out Plan (Phase II) in Solvent Sector

Chinese Government has received project grants approved by the Executive Committee of the Multilateral Fund for the Montreal Protocol for HCFC phase-out activities and related consultation services. The United Nations Development Programme is the international executive agency of the project. According to the requirements of the HCFC phase-out plan (phase II) formulated by China and the HCFC phase-out plan (phase II) for solvent sector (2016-2026) approved by the 77th Executive Committee of the Multilateral Fund, China will continue to carry out HCFCs phase-out work in four sub-industries: medical devices, metals, electronics and solvent preparation on the basis of phase-out work (phase I) for solvent sector, and will eliminate 35% of the baseline level in 2020 and plan to complete the elimination of HCFCs consumption in the medical device sub-industry. Finally, it will achieve the HCFCs phase-out in the solvent sector by the end of 2025. In order to achieve the above objectives, the Multilateral Fund will support solvent sector enterprises in China to phase-out HCFCs and carry out related activities.

 

One of stage objectives of the HCFC phase-out plan (phase II) in China for solvent sector is to achieve the overall HCFCs phase-out in the medical device sub-industry by 2020. The reasons are as follows: 1) The consumption of HCFCs in the medical device sub-industry accounts for a large proportion of the solvent sector. 2) The process and technical standard of producing and using HCFCs in the medical device sub-industry are similar, which promotes the progress of overall HCFCs phase-out in the industry. 3) The HCFCs phase-out in the medical device sub-industry has achieved great success in the first stage.

 

According to the approved phase-out plan, the ban on using HCFCs as the silicon oil thinner and detergent in the medical device sub-industry of the cleaning industry is expected to be promulgated and implemented in 2020. In order to issue the ban on time and on request, it is necessary to investigate the substitution of HCFCs in the medical device sub-industry, collect opinions from enterprises, analyze the social and economic impact of the overall HCFCs phase-out in the sub-industry, and form a survey and analysis report.

 

It is proposed to select a unit to undertake the research work on the socio-economic impact analysis project of the HCFCs phase-out in medical device sub-industry of the solvent sector in China by means of public bidding. The relevant information and requirements are as follows:

 

Working Content

 

To make work plans including questionnaires and on-the-spot enterprise survey plans. At the same time, to list the areas where medical device enterprises are concentrated in China.

 

To conduct a questionnaire survey on at least 60 enterprises.

 

To carry out on-spot visits to at least 10 enterprises that have not participated in the phase-out project.

 

To finish a survey and analysis report on the current situation of the medical device sub-industry and the consumption level of HCFCs in the industry and the socio-economic impact of the overall HCFCs phase-out.

 

Work output

 

Enterprise survey plan and enterprise survey questionnaire on overall HCFCs phase-out in the medical device sub-industry of cleaning industry.

 

An analysis reports on the socio-economic impact of overall HCFCs phase-out in the medical device sub-industry of cleaning industry.

 

Three meetings’ records.

 

Time requirements

 

The overall project cycle is one year. It is planned to be from June 2018 to June 2019. Questionnaires and survey plans should be submitted within four months since project start-up, and formal socio-economic impact analysis reports and summary of three meetings should be submitted within 12 months since project start-up.

 

Qualification of Bidders

 

1. Requirements of units

 

a) Be familiar with Chinese solvent sector and medical device sub-industry, and having rich investigation experience in the sector.

 

b) Be familiar with HCFCs alternative transformation technologies in solvent sector.

 

c) Be familiar with the Montreal Protocol and HCFCs phase-out project in the cleaning industry preferred.

 

2. Requirements of staffs

 

Project Manager

 

Title of senior researcher or above

 

Project experience and team management experience with independent responsibility (should provide a list of projects and positions took in the project)

 

Be familiar with national regulations related to ODS phase-out and international agreements

 

Be familiar with the process of promulgation and implementation of sector regulations and related regulations

 

Financial staff

 

More than 3-year experience in financial management

 

Practical experience in managing financial accounts and preparing relevant financial documents for audit

 

Be familiar with ODS phase-out project, and relevant program experiences preferred.

 

Team members

 

Bachelor degree or above in chemical engineering, environmental management and project management

 

At least one team member has work experience in solvent sector.

 

At least one team member is familiar with the preparation process of policies and regulations formulation and the process of issuing bans.

 

Experience in working with government departments or international agencies preferred

Notes

 

Packaging requirements: The package of the whole project proposal should consist of an outer sealing bag and two inner sealing bags. The name of the project, unit, communication address, contact person and the telephone number should be indicated on the outer sealing bag. The "technical proposal" and "financial proposal" should be marked separately in the two inner sealing bags. The outer and inner sealing bags should be sealed well and sealed with the official stamp of the unit.

 

Resume Requirements: Personnel listed in the project proposal should submit personal relevant information in accordance with the format listed in the bidding documents and be confirmed by their signatures. See below for resume format requirements.

 

Technical proposal requirements: please compile your technical proposal, and elaborate on the research technology route, technical method and work plan to be adopted specifically, referring to the requirements of the work outline. This part is an important assessment factor in the bid evaluation process. If the above-mentioned substantive elaboration is not made on the content of the work outline, the technical proposal will be regarded as not responding to the requirements of the bidding documents and will not be accepted by FECO.

 

Units interested in bidding are requested to compile bidding documents in compliance with the “Law of the People's Republic of China on Tendering and Bidding” and the relevant requirements of project managers. In case of irregularities, FECO will seriously deal with them in accordance with the relevant provisions of the “Law of the People's Republic of China on Tendering and Bidding” and the “Notice on Serious Handling of Procurement Violations” of the Center.
