Announcement on bidding for assistance in the acceptance of local ozone-depleting substances phase-out capacity-building project (Phase II)

For whom what it concerns:

 

Chinese government signed and acceded to the “Montreal Protocol on Ozone Depleting Substances” in 1991. In order to achieve the sustainable performance of the ozone-depleting substances (hereinafter referred to as "ODS") phase-out, China has formulated and implemented a series of sector plans and promulgated relevant policies and regulations. In order to further implement the “Ozone Depleting Substances Management Regulation” and the relevant management policies promulgated by the Ministry of Environmental Protection, establish a sustainable ODS performance management mechanism, and effectively implement the management responsibilities of local environmental protection departments, the Foreign Economic Cooperation Office of the Ministry of Environmental Protection (hereinafter referred to as the "FECO") signed agreements with the Environmental Protection Department (Bureaus) of 27 provinces, autonomous regions, municipalities and 4 cities with independent planning to strengthen the local ozone-depleting substances (hereinafter referred to as "ODS") phase-out capacity-building project (Phase II) at the beginning of 2014.

 

At present, projects in one province have passed acceptance. Now, a technical support organization is being publicly solicited to assist FECO in the acceptance of projects implemented in 30 provinces (cities). The project implementation units are all in the provincial capital cities. The relevant information and requirements are as follows:

 

Working Content

 

The technical support organization should draw up the preliminary review process and evaluation criteria and formulate acceptance performance evaluation scoring table and acceptance proposal template with FECO, and complete preliminary project report and submit preliminary opinions. The technical support organization should arrange one financial expert and two technical experts to form on-site acceptance team with staff from Division III. In order to ensure the progress of work, at least three on-site acceptance teams will be set up to work at the same time. The on-site acceptance teams go to the project units that have passed the preliminary examination to carry out on-site acceptance work and verify the completion of project activities, the use of grant funds and financial details. Main works of on-site acceptance are as follows:

 

Listen to the work plan and implementation report of the project unit.

 

Review the documents of project implementation process and results, such as notifications, meeting records, reports and results of activities including survey, publicity and training, supervision and law enforcement, policy research, etc. Check the authenticity and effectiveness of related activities.

 

Audit the management and use of project funds, such as whether the project income and expenditure and financial accounts conform to the requirements of project financial management, whether all payment activities are consistent with the implementation plan, and whether the difference is within adjustable range.

 

Exchange and talk with project units or ask project units to clarify relevant issues.

 

On-the-spot visits depending on the actual situation.

 

Review the completion of the project, sort out the project results, and submit an acceptance opinion paper within 10 workdays after the completion of site acceptance.

According to the short list of technical experts provided by FECO, each site acceptance team employs two experts to carry out acceptance work together (each expert after-tax payment is at least 1000 yuan per day).

 

To ensure that spending at least 2 workdays on site acceptance (including journey) and 1.5 workdays on preliminary examination report and acceptance opinions paper for each project unit.

Supporting FECO to complete 30 provinces’ (cities’) acceptance work of “strengthening the local ozone-depleting substances phase-out performance capacity-building project (Phase II)", and to complete the acceptance opinion paper.

 

Time requirement

 

The related activities will be completed from June to December 2018 to assist in the acceptance of 30 project units. The acceptance opinion paper of the project units should be submitted within 10 workdays after acceptance.

 

Qualifications for Bidding Units/Staffs

 

Requirements of units

 

At least five-year experience in enterprise finance assessment and successful comprehensive project evaluation.

 

Be familiar with the requirements of Multilateral Fund Management and experience in performance verification of Multilateral Fund grant projects.

 

Experience in Multilateral Fund Project Audit preferred. 

 

Requirements of staffs

 

Financial experts

 

At least 5-year experience in enterprise finance assessment or verification.

 

Certified Public Accountant over 3 years.

 

Be familiar with the financial requirements of ODS phase-out project implementation.

 

Technical experts

 

Senior or above technical title, and more than 5-year experience in ODS phase-out related fields.

 

Be familiar with ODS phase-out project implementation requirements and management procedures.

 

Method and contact information of obtaining bidding documents

 

At present, the FECO of the Ministry of Environmental Protection invites qualified units to submit proposals. Interested units are required to provide relevant information to prove their qualifications as required by the project and relevant experience in completing the project work. The project units will be selected according to the method of reviewing technique and financial proposals. Please refer to the proposal solicitation document for details.

Notes

 

Packaging requirements: The package of the whole project proposal should consist of an outer sealing bag and two inner sealing bags. The name of the project, unit, communication address, contact person and the telephone number should be indicated on the outer sealing bag. The "technical proposal" and "financial proposal" should be marked separately in the two inner sealing bags. The outer and inner sealing bags should be sealed well and sealed with the official stamp of the unit.

 

Resume Requirements: Personnel listed in the project proposal should submit personal relevant information in accordance with the format listed in the bidding documents and be confirmed by their signatures. See below for resume format requirements.

 

Technical proposal requirements: please compile your technical proposal, and elaborate on the research technology route, technical method and work plan to be adopted specifically, referring to the requirements of the Terms of Reference. This part is an important assessment factor in the bid evaluation process. If the above-mentioned substantive elaboration is not made on the content of the work outline, the technical proposal will be regarded as not responding to the requirements of the bidding documents and will not be accepted by FECO.

 

Units interested in bidding are requested to compile bidding documents in compliance with the “Law of the People's Republic of China on Tendering and Bidding” and the relevant requirements of project managers. In case of irregularities, FECO will seriously deal with them in accordance with the relevant provisions of the “Law of the People's Republic of China on Tendering and Bidding” and the “Notice on Serious Handling of Procurement Violations” of the Center.
