Bidding announcement on consulting project of investigation and survey of HCFC phase-out and substitution technology application in small and medium enterprises in the polyurethane foam sector

For whom what it concerns:

 

The Chinese Government has received project grants approved by the Executive Committee of the Multilateral Fund for the “Montreal Protocol on Substances that Deplete the Ozone Layer”. The World Bank is the international implementing agency of the project.

 

The second stage phase-out plan of HCFC phase-out for polyurethane foam sector will be realized in the whole sector in 2026, and a large number of small and medium enterprises will be involved. Therefore, it is proposed to entrust an institution to investigate and study the application of the HCFC phase-out and alternative technologies in small and medium-sized enterprises in the sector. By means of questionnaires and on-site visits, it will be investigated that the equipment situation, market procurement procedures, mastery level of alternative technologies and capital management level of small and medium-sized enterprises in various sub-sectors, and it will be analyzed that the challenges and problems they will face in the process of conversion. Based on the analysis results, suggestions shall be made for the implementation mode of the second stage of plan for PU foam sector.

 

At present, the Foreign Economic Cooperation Office (FECO) of the Ministry of Environmental Protection invites qualified units to submit proposals. The project is expected to start in June 2018. It will take at least 255 person days and work for about 10 months. Interested units should provide relevant information to prove that they have the qualifications required by the project and the relevant experience in completing the project work. The criteria for qualification assessment are as follows:

Units undertaking this consulting service must have the following qualifications:

 

1. Experience in conducting national-level survey and compiling sector-level analysis reports.

 

2. Has effective channels to contact SMEs in the sector and can form contact lists. It can collect data by issuing and collecting questionnaires and conducting on-site research.

 

3. Ability to communicate with raw material suppliers and equipment suppliers in areas where SMEs are concentrated, and to invite raw material suppliers and equipment suppliers to assist in research work.

 

4. Ability to organize relevant meetings and to invite SMEs, suppliers and industry experts to participate in the preparation, implementation and summary stages of meetings and projects.

 

With regard to the World Bank's policy on conflict of interest, please reference to Article 1.9 of the “World Bank's Guidelines on Selection and Employment of Consultants by Borrowers (IBRD Loans and IDA Credits)” (January 2011 edition of the Guidelines for Consultants).

 

In order to improve the qualifications of bidders, interested units may form consortia with other companies or bid together as subcontracting consultants.

 

The project undertakers will be selected according to the CQS method stipulated in the Consultant Guidelines.
