Bidding announcement on training video shooting project of national ozone-depleting substances import and export management

For whom what it concerns:

 

The Chinese Government has received project grants approved by the Executive Committee of the Multilateral Fund for the Montreal Protocol. The World Bank is the international implementing agency of the project.

 

With the advancement of the phase II implementation phase-out process of the Montreal Protocol, the risk of illegal trade of ozone-depleting substances (ODS) has become increasingly apparent. Owing to the strong specialty and high cognitive difficulty of ODS products, it is necessary to provide continuous institutional business training for staff of relevant departments to enhance their awareness of ODS compliance and management ability. In order to further improve the training effect and prevent and combat illegal trade of ODS, this project intends to entrust a professional institution to shoot and produce for customs, business and enterprise training video based on different audiences. The main contents of this video include the basic knowledge of ODS, the background of ODS implementation, and the focus on ODS import and export management for different audiences. 

 

The Foreign Economic Cooperation Office of the Ministry of Environmental Protection (hereinafter referred to as the FECO) now invites qualified units to submit letters of intent. The project is expected to start in May 2018 with an eight-month implementation period. Interested units should provide relevant information to prove their qualifications required by the project and the relevant experience in completing the project work. The criteria for qualification assessment are as follows: 

 

Units undertaking this consulting service must have the following qualifications: 

 

1. Rich experience in ecological civilization construction and environmental protection film and television, expertise in ecological environmental protection and film and television (need to provide paper copies, such as the signed contract home page, amount page, seal page and the cover) 

 

2. Professional facilities including high definition shooting equipment, three-dimensional computer room, post-editing computer room, recording room and expertise necessary for fulfilling the contract.

 

3. Experience in international environmental conventions reporting and be familiar with relevant international environmental conventions (please provide proof of relevant reports) preferred. 

 

4. Experience in cooperation with promotional and thematic films of state ministries and commissions preferred. 

 

5. National awards in related fields preferred. 

 

With regard to the World Bank's policy on conflict of interest, please reference to Article 1.9 of the “World Bank's Guidelines on Selection and Employment of Consultants by Borrowers (IBRD Loans and IDA Credits)” (January 2011 edition of the Guidelines for Consultants). 

 

In order to improve the qualifications of bidders, interested units may form consortia with other companies or bid together as subcontracting consultants. 

 

The project undertakers will be selected according to the CQS method stipulated in the Consultant Guidelines.
