Announcement of Invitation for Bids on Initial Research and Consulting of Chinese National HFCs Phase-down Strategy

China obtained the grant for HFCs capacity building project approved by the Executive Committee of the Multilateral Fund for the Implementation of the Montreal Protocol, with the United Nations Development Programme as the international implementing agency. As a signatory from development countries, China shall freeze the HFCs production and consumption at the agreed baseline levels on or before 2024, 10% phase-down over baseline level by 2029, 30% by 2035, 50% by 2030, and 80% by 2045, according to the Kigali Amendment for controlling HFCs reached in 2016. The Kigali Amendment took effect on January 1, 2019.

To facilitate the national process to ratify the Kigali Amendment and promptly carry out HFCs control at national level, we are welcoming a consulting agency for analyzing the HFCs production, consumption, import and export, industrial states and alternative technologies, and initially developing a national strategy for HFCs phase-down. The work includes the design of the HFCs phase-down policies and management measures, identification of prioritized sectors for phase-down, and development of roadmap for alternative technologies.

 

I.Work Content

 

(I) Data and Information Collection, including but not limited to:

 

1.To collect the information on HFCs production, consumption, import and export at national and industrial levels;

 

2.To collect industrial information, including background, distribution by industry/sub-industry, characteristics by enterprise type;

 

3. To analyze the future national HFCs baseline level and production trends and HFCs market demands by industry, according to the data of 2018 and before;

 

4. To refer to the relevant resolutions and guidelines of signatories’ meeting of Montreal Protocol and Executive Committee of the Multilateral Fund, during the process of information collection and data analysis.

 

(II) Analyze the current framework of policies and laws on ODS management, and provide suggestions on HFCs control policies and laws, based on the goal of implementing the conventions, national laws, and ODS management framework;

 

(III) Summarize and assess the HFCs replacement technologies from home and abroad to produce the guidelines to select alternative technologies and relevant technical roadmap;

 

(IV) Prepare the initial research report on national HFCs phase-down strategy based on the above work results, including analysis of HFCs phase-down scenario, sectors for prioritized phase-down and goals, alternative technologies, connection with short-term and long-term HCFCs phase-down, suggestions of polices and laws; an action plan will be rolled out.

 

(V) Convene at least two meetings, at which policy makers, industrial associations, experts, businesses, and other personnel can discuss the analytical results of the consulting agency, with reports being revised accordingly. Each meeting will see participation by at least 20 people.

 

II. Outputs

 

1. Report of Analysis on HFCs Application Scenarios and Assessment of Alternative Technologies of China;

 

2. Research Report of National HFCs Phase-down Strategy (first draft in Chinese);

 

3. Research Report of National HFCs Phase-down Strategy (final draft in Chinese and English);

 

4. Minutes of two meetings.

 

III. Schedule

 

The project is slated to start in June 2019 and be completed by the end of June 2020.

 

IV. Requirements to Bidders/Personnel

 

Requirements to the bidding organizations:

 

1. Familiar with Montreal Protocol, work of international zone protection, greenhouse gas control;

 

2. Familiar with HFCs production and consumption, with knowledge base;

 

3. 5 years plus experiences in preparing national strategy for Montreal Protocol or plans for a sector;

 

4.Capacity in assessment of national policies, drafting relevant documents, engaging participants for the workshops.

Requirements to the personnel:

 

1. For the person in charge of the team: at least 10 years’ experiences in environmental science research, doctoral degree, professor title or equivalent, familiar with laws and regulations on ODS phase-down, greenhouse gas management, international conventions, good command of English;

 

2. For the three team members: at least two years’ experiences in related work, master’s degree or above, high competence in ODS policy research and report preparation, good English written and oral skills.

 

V. Bidding Documents and Contacts

 

Qualified units will be invited by the Foreign Economic Cooperation Office, Ministry of Ecology and Environment to submit a proposal. Any interested unit shall provide relevant materials to show that they have certificates and experiences required by the project. The final undertaker for the project will be confirmed from appraisal on the proposal of technologies and finance.

VII. Notes

 

1.Requirements of binding: the project proposals shall be put into two internal envelopes and one external envelop. Marked in the external envelop are the project name, name and address of the company, contact person and phone number. The words “Technical Proposal” and “Financial Proposal” shall be written on the two internal envelops respectively; all the external envelop and internal envelops shall be bound well, with corporal sales being affixed.

 

2. Requirements of personnel CV: the personnel as listed in the project proposals shall submit their personnel information and sign their names according to the format set forth I the bidding documents. Please see the format of CVs thereafter.

 

3. Requirements of technical solutions: Please refer to the requirements of ToR and prepare your technical proposal and prepare a targeted, detailed, and focused explanation to the technical routes, methodology, and workplan, as a major indicator of appraising a bid. A technical proposal will be deemed as failing to respond to the requirements of bidding documents and will be rejected, if there’s no actual explanation over the content of ToR.

 

Units that intend to participate in the bidding shall, according to the Law of the People's Republic of China on Bid Invitation and Bidding and requirements of project management authority, prepare their bidding documents. Illegal behaviours, if any, will be treated by FECO seriously according to the Law and Notice on Seriously Treating Illegal Behaviours in Purchase.
