Announcement on Soliciting Intentions to Participate: Second-phase Check of Baseline Consumption of HCFC-141b Phase-down Enterprises of Polyurethane Foam Sector

All the units concerned,

 

China obtained the grant for HFCs capacity building project approved by the Executive Committee of the Multilateral Fund for the Implementation of the Montreal Protocol, with the United Nations Development Programme as the international implementing agency.

 

To implement the Montreal Protocol and carry out HCFC-141b phase-down, the project is slated to choose a unit to undertake the second-phase check of baseline consumption of HCF-141b phase-down enterprises of polyurethane foam sector. The main tasks of the consulting services include: on-site check on up to 25 enterprises applying for the second-phase HCFC-141b phase-down projects, audit on the corporate licenses, annual HCFC-141b baseline consumption level, corporate finance, management status, issuance of financial assessment report, and opinions on whether the enterprises have met the qualification to join the phase-down project.

 

Qualified units are welcomed by Foreign Economic Cooperation Office, Ministry of Ecology and Environment (hereinafter referred to as FECO) to submit their letter of intent. Any interested unit shall provide relevant materials to show that they have certificates and experiences required by the project. The project is slated to start in July 2019 and last for one year. The undertaker for the project shall assign work of at least 240 days for the project. The criteria for certificate appraisal are as follows:

The undertaker for the consulting services shall have the following certificates:

 

1. Ever undertaken a similar project, at least 5 years’ successful experiences in corporate finance assessment and reparation of assessment report, a priority will be given to those with experiences in check of ODS projects;

 

2. Be able to draw up reasonable and feasible check plans, with qualified and experienced project members;

 

3. Familiar with implementation procedures of multilateral fund projects, zone protection, and background of Chinese foam plastic industry;

 

4. Ever undertook similar check during recent 5 years;

 

Please refer to clause 1.9 of Guidelines: selection and employment of consultants under IBRD loans and IDA credits and grants by World Bank borrowers (i.e. January 2011 version of the Guidelines: Selection and Employment of Consultants) for the policies involving conflict of interest by World Bank.

 

To strengthen the certificates of the bidders, any interested unit can work with others to form a consortium or act as a subtractor of consulting to join the bid.

 

The final undertaker for the project will be confirmed adopting the Selection Based on Consultants' Qualification (CQS) of Guidelines: Selection and Employment of Consultants.
