Completion Report on Tobacco Sector

At the beginning of the 21st century, under the organization and leadership of the National Tobacco Monopoly Bureau, the tobacco sector, in accordance with the "China Tobacco Industry CFC-11 Overall Elimination Plan", gradually reduced and eventually eliminated the consumption of CFC-11 over past seven years, dismantled 73 sets of CFC-11 tobacco expansion equipment, and made outstanding contributions to the realization of China's goal of eliminating CFCs in advance, which was highly praised by the State Environmental Protection Administration and the Executive Committee of the Multilateral Fund for the Montreal Protocol.

 

In May 1998, in order to organize and implement the CFC-11 phase-out in the tobacco sector, the State Tobacco Monopoly Administration and the State Environmental Protection Administration jointly established the CFC-11 phase-out task force for the Chinese tobacco sector (hereinafter referred to as the task force). With the support of the Multilateral Fund, after nearly two years of efforts, the Task Force organized relevant units and experts to complete the national survey of CFC-11 consumption data of tobacco enterprises, formulated the "China Tobacco Industry CFC-11 Overall Elimination Plan", and was approved at the 30th meeting of the Executive Committee of the Multilateral Fund of the Montreal Protocol in March 2000. Based on the detailed analysis of the current consumption situation and future development of CFC-11 in China's tobacco industry, a detailed and feasible plan for phasing out CFC-11 year by year has been formulated. Under the leadership of the State Tobacco Monopoly Administration and the State Environmental Protection Administration and the support of the United Nations Industrial Development Organization (UNIDO), the Task Force organized the implementation and supervision of the industry plan actively.

 

During the implementation of the sector plan, the State Tobacco Monopoly Bureau actively promoted the development of ozone layer protection work, made comprehensive planning and careful organization, strictly implemented the "China Tobacco Industry CFC-11 Overall Elimination Plan", promulgated the "Tobacco Industry Freon Consumption Quota Management Measures", implemented the quota management for the consumption of CFC-11 in the tobacco industry, and established an effective supervision and implementation system, including the management information system to ensure the implementation of the phase-out plan, promulgating and revising the relevant provisions of "Technical and Safety Standards for CFC-11 Alternative Process", "Quality Standards for Expanded Tobacco" and "Implementation Measures for Removing CFC-11 Tobacco Expansion Equipment in Tobacco Industry", which guaranteed the progress of the phase-out work from the policy and system aspect. In addition, extensive publicity and education activities have been carried out to further promote the research, development and use of alternatives and alternative technologies. 73 sets of tobacco expansion equipment consuming CFC-11 have been deployed and dismantled as planned. By January 1, 2007, the goal of eliminating 1,090 tons of CFC-11 consumption in the tobacco industry has been fully realized, which has made a significant contribution to the early phase-out of CFCs in China. CFC-11 consumption quota system plays a key role in reducing and eventually eliminating CFC-11 consumption.
