On October 11, the Department of Ecology and Environment of Henan Province held in Zhengzhou the 2019 ODS Phase-out Management Training Workshop, which is aimed at implementing the spirits of the Meeting to Commemorate 2019 International Ozone Day, strengthening the province’s capacities of ODS supervision, ensuring sustainable implementation of the Protocol, and facilitating the registration of ODS and special law enforcement actions.

Mr. Zhong Zhifeng, Mr. Chen Jibin and Ms. Zou Yutian, experts of Foreign Environmental Cooperation Center of Ministry of Ecology and Environment were invited and elaborated the significance of protecting the ozone layer, the overall situation and achievements of the implementation of Montreal Protocol of China , legislations, institutional development, management systems and supervision requirements, and shared the experiences in combatting illegal ODS activities. They introduced the HCFC-141b phase-out policies, phase-out schedule, substitution technologies, and technical assistance of polyurethane foam sector. In addition, the feature video titled Law Enforcement in Action for Ozone Layer Protection was played at the meeting.

The training has further improved the capacities of ODS management officers and management personnel of enterprises, reinforced the ODS phase-out management, and enhanced the legal consciousness of implementation of the Protocol.

The meeting was organized by the Division of Atmospheric Environment, Department of Ecology and Environment. Over 150 participants including officers in charge of ODS phase-out of ecology and environment bureaus of all 18 cities of the Province, officers in charge of atmospheric environment offices, relevant staff, key law enforcement personnel, and executives of relevant foam companies attended the workshop.
