The Ministry of Ecology and Environment Initiated the Revision of Industry Plans for the Second Stage of HCFCs Phase-out under the Montreal Protocol

In December 2019, the 84th meeting of the Executive Committee of the Multilateral Fund for the Implementation of the Montreal Protocol adopted Decision 84/69 to adjust the targets and allocation of funds for the second stage of HCFCs phase-out in various industries in China, and requested China to revise and submit the revised industry phase-out action plan to the 86th meeting of the Executive Committee through relevant international organizations.


To this end, the Ministry of Ecology and Environment entrusted the Foreign Economic Cooperation Center (Environmental Convention Implementation Technical Center) (FECO) to initiate relevant revision work. Recently, FECO coordinated and organized international executive agencies such as the United Nations Development Programme, the United Nations Environment Programme, the United Nations Industrial Development Organization and the World Bank, together with the action plan preparation unit such as China Refrigeration and Air-Conditioning Industry Association, China Household Electrical Appliances Association, Beijing Technology and Business University and Beijing University of Chemical Technology, to preliminarily communicate on HPMP revision and update for the chemical industry and six consumption industries (namely PU Foam, XPS foam, solvent, industrial and commercial refrigeration, room air conditioners, and refrigeration servicing) by conference calls. During the conference calls, participants fully communicated ideas on various aspects such as 2021-2026 phase-out targets, alternative technology assessment and selection, proposed phase-out activities and technical assistance activities, cost analysis, etc., and discussed the challenges, difficulties and suggestions for the phase-out of HCFCs in various industries under the condition of limited funds.


All action plan preparation units pointed out that, in the process of preparing and updating the industry plans, they would take into account the actual situation, give priority to addressing the issues of various industries in the formulation of policies and standards, capacity-building for the implementation, research on alternative technologies, demonstration and promotion of phase-out activities, and contribute more sustainable performance; on this basis, they would fully assess the demand for funds of various work, and reasonably arrange activities and areas supported by grant funds. International agencies also expressed their full support for China to complete the preparation of the second stage of the HCFCs phase-out management plan for the industrial sectors, and for assisting China to submit the action plan to the 86th meeting of the Executive Committee on time.
