Ministry of Ecology and Environment is soliciting public opinions on the Regulation on the Administration of Ozone Depleting Substances and Hydrofluorocarbons (Draft for Soliciting Opinions)

In order to protect the ozone layer and the ecological environment, actively address climate change, and fulfill the obligations stipulated in the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer, the Regulation on the Administration of Ozone Depleting Substances was put into effect on June 1, 2010 in China. According to the current situation of compliance, for the purpose of making constant efforts to the administrative work on the phase-out of Ozone Depleting Substances (ODS) and phase-down of Hydrofluorocarbons (HFCs), the Ministry of Ecology and Environment (MEE) has organized the revision of the Regulation on the Administration of Ozone Depleting Substances and formulated the Regulation on the Administration of Ozone Depleting Substances and Hydrofluorocarbons (Draft for Soliciting Opinions). At present, MEE is soliciting public opinions from governmental organizations, enterprises and institutions as well as individuals.

The Regulation on the Administration of Ozone Depleting Substances is the first regulation in China which transforms international environmental conventions into domestic regulations. Over the past ten years, it has provided solid legal and working basis for the implementation of the Vienna Convention for the Protection of the Ozone Layer, and the Montreal Protocol on Substances that Deplete the Ozone Layer and achievement of compliance targets of controlled substances in China.
