2020 Training Course for ODS Import and Export Enterprises Held in Hangzhou

On December 3, 2020 training course for ozone depleting substances (ODS) import and export enterprises, hosted by the Foreign Environmental Cooperation Center of the Ministry of Ecology and Environment(FECO/MEE), was held in Hangzhou. Relevant staffs from the Atmospheric Environment Department of the Ministry of Ecology and Environment (MEE), the Industry, Security, Import and Export Control Bureau of the Ministry of Commerce, Hangzhou Customs and Ningbo Customs Anti-smuggling Bureau, as well as representatives from 46 ODS import and export enterprises in China attended the meeting.
 
 
Ms. Li Pei, deputy director general of the Atmospheric Environment Department of MEE, addressed that it is necessary to deeply understand the significance of implementing international conventions. With China’s accession to the Kigali amendment in the future, HFCs control will soon be put on the agenda, and the domestic implementation of the Montreal Protocol will step into a new stage. At present, ODS and HFCs environmental management and the implementation of the protocol are under a complex and challenging situation in China, and ODS import and export management is also facing new challenges. As a responsible developing-country Party, China has always attached great importance to the implementation of the Protocol. With the active cooperation of the Customs, China has been strengthening its efforts to crack down on illegal ODS trade in recent years. In the future ODS and HFCs management and control, ODS import and export enterprises should further establish the awareness of implementation and subject responsibility, operate in good faith, and consciously prevent illegal trade.

 
The meeting also introduced the implementation requirements of the Montreal Protocol, progress of ODS phase-out in China, control requirements of Kigali amendment, relevant national import and export control policies, progress of ODS import and export management, and the Customs anti-smuggling law enforcement. Participants exchanged views on ODS import and export management and related policy demand.
